Visual Studio .NET 2002 cannot be installed on 64-bit Windows. The canonical work-around for Win7 Pro or better is to install a WinXP SP3 VM, which MS provides free under the code-name "XP Mode". Then you can install VB.NET on the VM.

- switch to a no-sound sound theme and turn off Language Bar Advanced Text Services
- install and run a token scan with MSSE
- install Java 7u13 or whatever
- replace standard-issue Task Manager with SysInternals Process Explorer
- Install and config Google Chrome with AdBlock Plus, New Tab New Window (Jim Schubert), and New Tab Redirect (ozami) extensions, and "minimal" theme.
